It is in your best interest to submit to a professional that is requesting materials that you have for review. If you submit to a professional that is not requesting specifically what you want to submit - you take a chance of having that request declined by the professional. If the professional declines your submission, you will be given a full return of your credits. To submit something other than what is being requested, make sure you are submitting the same media type. So for instance if you would like to submit a video - make sure that you are submitting to a request type that requires video. Your submission will go through to be reviewed but can be declined if it is not something specifically per the request.
